Joint working groups established between Turkey and Iraq to transform energy cooperation into investment and trade projects are shaping a technical framework across a broad spectrum, ranging from infrastructure to electricity transmission.

Structure of the Joint Working Groups

The technical framework of the new era in energy between Turkey and Iraq is taking shape, and the newly established joint working groups aim to translate political consensus into investment projects.

The process is expected to involve teams from Turkey's Ministry of Energy and Natural Resources, BOTAŞ, and TPAO, alongside Iraq's Ministry of Oil, SOMO, and NOC.

Oil and Natural Gas Infrastructure

Within the scope of oil and natural gas infrastructure, which forms the first dossier, the utilization of the Kirkuk-Ceyhan system and the extension of the pipeline to Basra are being evaluated.

Technical and economic conditions are on the table for the development of natural gas and energy infrastructure along the Development Road route.

TPAO's Role in Fields

The second working area addresses the roles TPAO could undertake in various oil and natural gas fields in Iraq, particularly in Kirkuk.

It aims to develop partnership models for new exploration and production projects and to identify investment opportunities.

Long-Term Oil Trade

The third dossier focuses on the long-term supply of Iraqi oil to Turkey and its commercial terms.

Under a one-year agreement between BOTAŞ, SOMO, and NOC, a daily section of 750,000 barrels of the pipeline is allocated to Iraqi companies.

Refinery and Electricity Investments

The fourth topic evaluates the supply of Iraqi oil to refineries in Turkey and new petrochemical investments.

In the fifth area, efforts are underway to develop electricity transmission capacity and to support the Development Road with energy infrastructure.
