On the afternoon of September 28, 2026, Politburo Member and Prime Minister Le Minh Hung chaired the first meeting of the Steering Committee for Science, Technology, Innovation, and Digital Transformation Center, which was restructured pursuant to the Politburo's Decision No. 208-QD/TW. Held online, this thematic meeting evaluated contributions to socio-economic development and the results of third-quarter operations.
Growth Targets and Strategic Evaluations
Stating that 2026 is the first year of the Resolution of the 14th National Congress of the Communist Party of Vietnam, the Prime Minister expressed that a growth rate of 10% or higher is targeted. Officials reported that GDP growth reached 8.8% in the first six months of the year, noting that an approximate 12% growth must be achieved in the remaining six months to meet the annual target.
Concrete Measures of Success
Emphasizing that growth cannot rely solely on capital and low-cost labor, Prime Minister Le Minh Hung stated that science, technology, innovation, and digital transformation must be the primary driving forces to increase labor productivity. It was stated that the measure of success should not be the number of documents, but rather labor productivity, digital technology revenue, added value, and contribution to GDP.
Bottlenecks and New Task Allocation
Important bottlenecks such as database connections, cybersecurity, fund disbursements, and institutional reforms were addressed during the meeting. Relevant ministries and agencies were assigned concrete responsibilities, with each task required to answer four fundamental questions: contribution to growth, responsibility, resources, and completion time.
