Statement on Public Vehicle Savings from the Ministry of Treasury and Finance

The Ministry of Treasury and Finance shared the balance sheet of the works carried out within the scope of the Savings Measures Circular, announcing that the number of leased vehicles has decreased by 21 percent.

Decrease in Budget Shares

The Ministry reported that the share of expenditures within the scope of the circular—excluding interest and earthquake expenditures—within the central government budget decreased from an average of 4.6 percent in the 2014-2023 period to 3.1 percent in 2024, and further down to the level of 2.9 percent in 2025.

Distribution of Public Vehicles

It was stated that a total of 3,666 vehicles were allocated for use in public administrations under the 2026 central government budget. Of these vehicles, 838 are allocated for use as ambulances, 903 for official services other than justice services, 699 for defense and security services, 234 for justice services, and 1,330 for other public services. Additionally, it is foreseen that 500 vehicles will be allocated by the Presidency to be used for the urgent and mandatory needs of public institutions.

Reduction in Leased Vehicles

It was noted that during the renewal process of leased vehicles whose contracts expired following the publication of the circular, the number of leased transport vehicles was reduced by 21 percent. The Ministry announced that it aims to maintain budget discipline in 2026 through the effective monitoring, auditing, and reporting of public vehicle policy.

Audit Activities

Within the scope of the Savings Circular, audits were carried out in the relevant units of 45 public administrations during the January-August period of 2026. As a result of the audits, reports regarding issues evaluated as being contrary to the provisions of the circular were sent to the relevant administrations and the Presidency.
