Turkey Transitions to Domestic Production in Semiconductors: ID and Passport Chips to Be Produced Domestically
In line with the 2027-2029 Medium-Term Program, domestic production capacity in semiconductor technologies will be increased, and ID and passport chips will be produced in Turkey.
Turkey is preparing to manufacture ID and passport chips domestically within the scope of the 2027-2029 Medium-Term Program, prepared to reduce foreign dependency in the semiconductor sector and strengthen technological independence.
Medium-Term Program Targets
The 2027-2029 Medium-Term Program aims to develop domestic R&D and production capacity in strategic sectors to increase technological independence and economic security.
Under the Economic Security and Resilience heading of the program, it is aimed to end foreign dependency in critical applications by establishing chip production facilities.
Chip Production Facilities
Thanks to the new facilities to be established, chips used in ID cards, passports, and various industrial fields will be produced directly within Turkey.
In addition to the production capacity in the sector, design, R&D, and commercialization capabilities are also planned to be developed simultaneously.
Action Plan Preparations
Comprehensive domestic production action plans are being prepared to increase supply security in the manufacturing industry, energy, agriculture, health, and transportation sectors.
The plans, which are projected to be completed by the end of the year, will be submitted to the Presidency's Strategy and Budget Directorate.
Current Capacity and Targets
With the efforts carried out through TÜBİTAK BİLGEM and YİTAL, it is targeted to move the production capacity from 250 nanometers to the 110-nanometer level.
It is aimed to gradually expand the ecosystem with the National Chip Consortium planned to be established with public support.
HIT-30 Investment Program
The HIT-30 High Technology Investment Program implemented by the Ministry of Industry and Technology will be actively used in the chip initiative.
With the HIT-Chip call, a support budget of 5 billion dollars will be allocated to establish an annual production capacity of at least 1 million chips in advanced technology.
National Processor Projects
Secure processor cores are being created over open-source architectures with national processor projects such as ÇAKIL and ALP-EREN.
Research is being conducted to expand the usage areas of domestic chips in strong sectors such as automotive and home appliances.
