Civil protection bill in Southern Cyprus sparks inter-institutional authority debate
A legislative regulation in Southern Cyprus envisaging the establishment of a new civil protection directorate under the Ministry of Interior has caused objections and jurisdictional disputes among the Ministries of Defense and Health, and the Department of Forests.
The legislative process aiming to establish a General Directorate of Civil Protection and a National Coordinator under the Ministry of Interior in Southern Cyprus has brought about inter-institutional authority disputes with objections from the Ministry of Defense, the Ministry of Health, and the Department of Forests.
Legislative Regulation and Established Structures
It is planned to establish a General Directorate of Civil Protection under the Ministry of Interior in Southern Cyprus, create a National Civil Protection Mechanism, and appoint a national coordinator to take charge in crises.
The general order authority brought to the agenda at the first meeting of the legislative regulation process became a subject of debate among institutions.
Ministry of Defense's Objections and Rationales
The Ministry of Defense objected to the philosophy of the new system, opposing the military entering the coordination of a structure affiliated with the Ministry of Interior.
The ministry demands that civil protection and wartime crises be managed by a unit under the Council of Ministers.
Assessments of Military Officials
Attending the meeting, CIPSEA Director Brigadier General Yakovos Mikellidis stated that they favor the establishment of a centralized civil protection mechanism or a National Crisis Management Center under the Council of Ministers.
Stance of the Ministry of Health and Department of Forests
The Ministry of Health stated that the national coordinator cannot issue orders regarding the management of health matters.
The Department of Forests, on the other hand, objected to the footnote in the bill concerning the future transfer of the forest firefighting unit under the Ministry of Interior.
Expectation of Meeting Between Leaders
It is expected that Defense Minister Vasilis Palmas and Interior Minister Konstantinos Ioannou will meet with Greek Cypriot leader Nikos Christodoulides in order to build a bridge to resolve the disagreement.
