Court of Accounts Report Includes Audit Findings on the Ministry of Health

The 2025 Audit Report of the Ministry of Health, published by the Court of Accounts, determined that false examination records were created in family medicine practices on behalf of patients hospitalized in intensive care units, unfair worn-out pay was provided to personnel in administrative positions, and double extra payments were made to personnel on temporary duty.

Scope of the Audit Report

The Court of Accounts shared the 2025 Audit Report of the Ministry of Health, submitted to the Grand National Assembly of Turkey, with the public. The report examined various operations and practices within the ministry in detail.

Family Medicine Records for Intensive Care Patients

The report found that examination records were opened at family health centers for some patients undergoing inpatient treatment in intensive care units, coinciding with the dates and times they were in the hospital. It was emphasized that it was physically impossible for these patients to have left the healthcare facility.

Evaluations by the Ministry and the Court of Accounts

The Ministry of Health reported that instructions were given to provincial health directorates not to open examination records or prescribe medications for patients undergoing inpatient treatment. The Court of Accounts stated that control mechanisms must be established between information systems.

Unfair Worn-Out Pay Practice for Administrative Personnel

It was revealed that active service period increase notifications were made for some personnel who hold administrative duties and do not actually work in risky healthcare services. It was recalled that individuals in managerial positions should not benefit from this right.

Premium Refunds and Retroactive Transactions

The Ministry stated that procedures have been initiated to refund the premiums paid to the Social Security Institution (SSI) for personnel who mistakenly benefited from worn-out pay; however, the report noted that no document was presented showing that a retroactive correction had been made in this regard.

Duplicate Extra Payments for Temporary Staff

It was determined that duplicate extra payments were made to personnel sent from healthcare facilities to other units on temporary assignment, both from their primary staff position and the unit where they were temporarily assigned. A similar situation was observed to have occurred with some resident physicians.

Lack of Integration Between IT Systems

The lack of integration and control mechanisms among different IT systems such as EKİP, EKOBS, and ÇKYS was cited as the root cause of the irregularities and erroneous payments. The Ministry issued instructions for inter-system integration.

General Audit Opinion

It was stated that these identified findings did not affect the general audit opinion given on the Ministry of Health's 2025 financial statements. The Court of Accounts concluded that the ministry's financial statements contained accurate and reliable information as a whole.
