Da Nang Decentralizes Authority in Social Welfare and Child Sectors to the Department of Health
Da Nang City has implemented a new decree transferring certain responsibilities regarding social protection and child services to the Department of Health.
With a new decree issued by the Chairman of the Da Nang City People's Committee, the Department of Health has been authorized to perform certain tasks in the fields of social welfare and child protection.
Scope of Decentralization and New Regulation
The Chairman of the Da Nang City People's Committee initiated a new era in administrative processes by issuing Decree No. 134/2026/QD-CTUBND. Within this scope, the Department of Health directly assumed specific duties in the fields of social protection and children.
This decentralization of authority was implemented within the framework of administrative regulations aiming to carry out services locally and more effectively.
New Powers in Social Welfare
In the field of social welfare, the Department of Health has officially gained the authority to issue, reissue, and revoke registration documents related to social work practice.
Additionally, procedures for registering social work practices for foreigners living in Vietnam and Vietnamese citizens residing abroad will also be conducted under this scope.
Children's Rights and Alternative Care Duties
Regarding the field of children, the Department of Health will fully perform designated duties related to alternative care.
The process of transferring children in social support facilities to individuals or families providing alternative care will also be managed by the ministry.
Child-Friendly Municipalities and Responsibilities
The ministry will assume legal duties in processes related to the recognition of communes and wards as child-friendly.
The implementation of regulations regarding alternative care for children according to current legislation is also among the main elements of this decentralization.
Effective Date and Accountability
The City People's Committee has imposed an obligation on the Department of Health to be accountable to the laws and the Chairman of the City People's Committee within the framework of the delegated authority.
After ensuring that all relevant content is organized and implemented in accordance with current legal regulations, this decree will enter into force on October 2, 2026.
