Da Nang City has issued a new decision outlining social security and health insurance participation targets for the 2026-2030 period, aiming to increase coverage.

The People's Committee of Da Nang City has officially issued Decision No. 3965/QD-UBND, setting targets for the 2026-2030 period to develop participation in social security and health insurance within the city.

Participation Targets and Rates

The number of people participating in the social security system is planned to increase gradually, starting from 634,528 in 2026 to 856,525 people by 2030. Meanwhile, the health insurance coverage rate is targeted to reach 100% of the population by 2030, up from 95.07% in 2026.

Responsibilities of Local Authorities

The People's Committees of communes, wards, and special zones are responsible for developing appropriate plans and solutions, as well as integrating these targets into annual socio-economic development plans. In addition, specific targets will be assigned to residential areas and neighborhood groups.

Data Review and Propaganda

Relevant units are coordinating the review of population, labor, and employment data to identify individuals who have not yet participated or are unable to maintain their participation in the system. At the same time, propaganda and mobilization efforts are being intensified to increase public participation.

Role of the Social Security Agency

The city's social security agency plays a leading role in implementing solutions to increase participation and in classifying potential target groups. The agency also provides information to local authorities, coordinates premium reviews, and proposes measures to handle delayed payments.

Contributions of Mass Organizations

Mass organizations at the city level are raising awareness among their members and the public to promote participation in voluntary social insurance and household health insurance. In this context, various resources are being mobilized to help disadvantaged individuals enroll in the insurance system.
