Health insurance premium support for vulnerable groups is being increased

The Ministry of Health has drafted a new decree proposing to increase state budget support for health insurance premiums for five vulnerable groups, expected to take effect from April 1, 2027.

Increase in Support Rates

The Ministry of Health is gathering feedback from relevant authorities on the draft decree aimed at raising the level and scope of health insurance rights. This regulation aims to protect citizens' rights to medical examination and treatment.

If the proposed amendments are approved, the out-of-pocket costs that people have to pay for treatment expenses are targeted to be significantly reduced.

New Rates for Students and Households

While the current minimum budget support is 50 percent of the tuition fees, the drafted proposal suggests raising this rate to at least 70 percent. Thus, students will pay for the remaining amount.

It is also planned to increase the level of support for people living in near-poor households from a minimum of 70 percent to 80 percent and to expand the scope.

Disabled and Other Groups

It is envisaged that persons with mild disabilities from near-poor households will be added to the group receiving the highest level of support, with 100 percent of their premiums covered by the state budget.

It is proposed that premium support for individuals in middle-income households be increased from a minimum of 30 percent to 50 percent, and that individuals cared for in charitable institutions receive support at the same rate.

Current Coverage Data

According to a report shared by Vietnam Social Security, as of the end of June 2026, approximately 99.1 million people nationwide are covered by health insurance.

This disclosed figure corresponds to 96.91 percent of the total national population, and the new draft aims to further strengthen this rate.
