Ministry of Health Calls for Decisive Action in Digital Transformation
The Ministry of Health has enacted a new directive, numbered 07/CT-BYT, to resolve bottlenecks in digital transformation and achieve the 2026 targets.
To overcome obstacles in the digital transformation of healthcare services and achieve the 2026 targets, the Ministry of Health has signed Directive No. 07/CT-BYT, requesting the completion of data structures and the acceleration of electronic record processes.
Scope of the New Directive
The Minister of Health announced the signing of Directive No. 07/CT-BYT to remove obstacles in the digital transformation of healthcare services, accelerate the implementation of Project No. 06, and achieve the 2026 targets.
Current Limitations
Although the healthcare sector actively applies information technology, according to Government Office reports, progress in digital transformation work has remained slow, with identification and data cleansing rates remaining low in some areas.
Responsibilities of Managers
To address the deficiencies, unit heads have been requested to strengthen leadership roles, tighten administrative discipline, resolve overdue tasks, and improve the institutional framework.
Data Dictionary and Structure
The Department of Science, Technology and Training was asked to publish the list of the common data dictionary in August 2026, and it is also targeted to complete the data structure of the National Health Database by September 2026.
VneID and Campaign Process
The Ministry has requested the implementation of a 100-day campaign for the cleansing of 12 specialized databases and the creation and updating of electronic health records on VneID.
National Strategy Goals
These efforts are being carried out within the scope of the national breakthrough strategy for the development of science, technology, innovation, and digital transformation in the healthcare sector, in accordance with Politburo Resolution No. 57-NQ/TW.
