Ministry of Health to Submit Four New Draft Laws to the National Assembly
The ministry is working on regulations to strengthen the institutional framework for the session to be held in the fourth quarter of 2026.
The Ministry of Health of Vietnam has shared the scope and objectives of four important draft laws prepared for discussion at the 2nd Session of the 16th National Assembly, scheduled for the fourth quarter of 2026.
Background of the Legal Regulations
The Ministry of Health is intensively continuing the process of completing the institutional framework in order to materialize the 2025 Politburo Resolution.
Within the scope of the plan for the development of legal documents for the year 2026 published in this context, it is aimed to fulfill a total of sixty different tasks.
Four Drafts to be Submitted to the Assembly
Among the drafts prepared by the ministry and planned to be submitted to the National Assembly are laws on healthcare, food safety, organ transplantation, and tobacco control.
Multiple Law Amendments and Food Safety
The draft amending certain laws in the health sector envisions simultaneous amendments to the laws on children, persons with disabilities, medical examination, pharmaceuticals, the elderly, and health insurance.
The amendment to the Food Safety Law aims to manage the entire chain from the initial production stage to the table using a risk-based approach.
Organ Transplantation and Tobacco Product Bans
With the draft law on organ and tissue donation, it is planned to expand donation sources and add a post-mortem circular donation model to the system.
With the amendments to be made in the tobacco control law, it is aimed to completely ban electronic cigarettes and heated tobacco products.
