Payments made to city hospitals exceeded 108 billion TL in the January-September period

Payments made for city hospitals, which the government had argued would not burden the budget, reached 108 billion 95 million liras in the January-September period of 2026.

Payments Made to City Hospitals

A total of 111 billion 100 million 278 thousand TL in funds had been transferred to contractors operating 18 city hospitals in Turkey in 2025.

It was determined that the Ministry of Health spent 108 billion 95 million 117 thousand TL within the scope of activities for city hospitals in the January-September period of 2026.

Comparisons with Expenditure Items

It was observed that the massive budget allocated for city hospitals surpassed many other critical treatment and investment items of the Ministry of Health.

It drew attention that these expenditures even exceeded hospital construction, furnishing, and repair expenses.

Other Health Expenditures

While 27.3 billion TL was spent on Oral and Dental Health Hospital Services, 5.1 billion TL was allocated as resources for Emergency Health Services.

Hospital Construction, Furnishing, and Repair expenses were recorded as 89.2 billion TL.

Technology and Coordination Expenses

An expenditure of 1.2 billion TL was made to develop the Health Information System Infrastructure and Technology.

Meanwhile, 490.5 million TL of resources was used for the Planning and Coordination of Curative Health Services.

Court of Accounts Audit Report Findings

The Court of Accounts' audit reports on the Ministry of Health included various disruptions and findings regarding city hospitals.

It was determined that the final completion process had not been finalized in 17 hospitals operated through the PPP model and that financial obligations remained uncertain.

Construction and Equipment Disruptions

It was determined that in all 18 hospitals, companies started construction before the official site delivery, but this period was not deducted from the operating periods.

Additionally, the report emphasized that malfunctioning devices remaining out of service for a long time negatively disrupted healthcare services.
