Primary Healthcare Services Are Being Restructured Under Vietnam's Two-Tier Governance Model
With the implementation of the two-tier local government model in Vietnam, the administrative structure of commune health centers and the delivery processes of primary healthcare services are being reorganized.
Within the scope of the two-tier transformation in Vietnam's local government structure, the position and job descriptions of commune health centers are being reshaped. This process aims to provide more effective public service in disease prevention and the monitoring of chronic conditions.
Legal Regulations and New Action Program
The government has taken new steps in line with Conclusion No. 76-KL/TW dated July 28, 2026, of the 14th Central Committee of the Communist Party of Vietnam. Resolution No. 221/NQ-CP issued within this scope aims to improve the organizational structure of the political system.
New Administrative Structure of Health Centers
According to information shared by Associate Professor Dr. Phan Le Thu Hang, in the new period, commune health centers are directly managed by the commune People's Committee. The centers also operate as independent public service units receiving professional guidance from the Ministry of Health.
Proactive Developments in the Service Area
Thanks to this administrative change, health centers assume a much more proactive role in critical areas such as disease prevention, vaccination, and chronic disease management. Thus, it is aimed to increase the quality of primary health care services offered to the public.
Future Criteria and Statistics
The National Commune Health Station Criteria Set covering the 2026-2035 period is being prepared by the Ministry of Health. In addition, efforts continue to implement new regulations regarding the statistical regime of the health sector.
