State support for health insurance premiums to be increased for five target groups

According to a new draft decree prepared by the Ministry of Health, state support for the health insurance premiums of five target groups is projected to increase starting April 1, 2027. This aims to reduce out-of-pocket payments by participants.

Scope of the Draft Decree

The Ministry of Health aims to expand the scope of assistance by identifying appropriate groups in line with contribution levels and the balance capacity of the Health Insurance Fund.

Feedback is being requested from relevant parties regarding the prepared draft decree, and efforts are continuing meticulously.

Disabled and Impoverished Households

According to Article 8, Paragraph 1 of the draft, it is proposed that health insurance premiums for mildly disabled individuals from households close to the poverty line be fully covered.

For other individuals from the same households, the proposed state support level is planned to be applied at a rate of at least 80 percent.

Support for Students

It is projected to increase the student health insurance support, which is currently applied at a minimum of 50 percent.

If the new draft is implemented, the state premium support for students will be raised to a minimum level of 70 percent.

Middle-Income Households

The draft also includes improvements in health insurance premiums for citizens belonging to middle-income households.

It is proposed to raise the premium support for this group from a minimum of 30 percent to a minimum of 50 percent.

Institutions and Individuals Receiving Treatment

There are also special subsidy arrangements for individuals receiving treatment in charitable organizations or religious institutions.

It is planned to provide a subsidy of at least 50 percent on the health insurance premiums of individuals within this scope.

Effective Dates

With the entry into force of the new policy, the out-of-pocket cost share paid by groups with special economic conditions will decrease.

The decree is generally expected to enter into force on April 1, 2027, while regulations regarding periodic health check-ups are expected to enter into force on January 1, 2027.
