Genel Sağlık-İş Union reacted to the transition process for the Ministry of Health Family Medicine Information System (MoH-AHIS), which was made mandatory by the Ministry of Health, announcing that the technical problems experienced jeopardize patient safety and the quality of healthcare services.
Ministry Circular and New Schedule
With the circular published by the General Directorate of Public Health of the Ministry of Health on August 25, 2026, the process regarding the use of MoH-AHIS was reconsidered.
Installation and transition procedures, which were previously planned to be completed by August 13, 2026, but could not be carried out due to disruptions, were rescheduled.
Data Flow and Performance Pressure
The Ministry's announcement that it would not include data sent from systems other than MoH-AHIS after the specified dates in performance calculations was criticized. The union evaluated this approach as an oppressive and mandatory attitude.
Judicial Process and Emphasis on the Council of State
It was recalled that lawsuits demanding a stay of execution are ongoing at the Council of State against the legal basis of forcing a program whose problems have not yet been resolved onto the field. The union emphasized that the judicial decision should be awaited.
Disruptions in Service Delivery
It was stated that data transfer issues, lack of technical support, and increased workload negatively affect the delivery of healthcare services in family health centers.
Financial and Legal Uncertainties
It was demanded that financial, legal, and technical uncertainties such as the fate of existing contracts, the status of prepaid fees, and the responsibility for potential data losses be resolved.

Making a call to the Ministry of Health, the union stated that concrete guarantees must be provided regarding the disruptions and uncertainties experienced.
