Student Health Insurance Coverage and Government Support Expanding

Within the scope of the student health insurance policy implemented to increase students' access to health services and alleviate the financial burden on families, government support and coverage are being expanded.

Coverage and Participation Rates

The student health insurance policy has been gradually improved for over thirty years, forming a strong foundation of health security for the younger generation. While more than 19.1 million students joined the system in the 2023-2024 academic year, this number rose to 21.55 million and a rate of 99.39% by the end of June 2026.

Government Support and Financial Protection

According to the health insurance law, students benefit from premium support, and the minimum government support rate has been increased from 30% to at least 50%. This increase directly reduces the amount families must pay, ensuring the sustainability of the insurance.

Health Fund and Treatment Supports

The Health Insurance Fund covers the expenses of students for primary health care services as well as in cases of accidents and illnesses. In the first six months of 2026, millions of students benefited from this service, and major treatment costs for serious illnesses were undertaken by the fund.

2030 Targets and Coordination

In line with the Prime Ministerial decree, the goal is for 100% of the population to participate in health insurance by 2030. The Ministry of Education and Training and the Vietnam Social Security are conducting coordinated efforts with schools and local governments to achieve this target.

Challenges Faced and Solutions

Despite the high participation rate, there are still students who have not yet been included in the system or are at risk of having their rights interrupted. It is important to maintain participation from the second year onwards, perform data updates, and increase communication efforts.

Future Period Plans

Additional support from local budgets is being explored and social resources are being mobilized for students experiencing economic hardship. The aim is to ensure that no student is deprived of health insurance for financial reasons.
