The government of Kazakhstan has begun reviewing a legislative amendment in Parliament that restricts social media use for children under 16, with the aim of protecting them in the digital environment and creating a safe online space.

Bill Under Review in Parliament

A new legislative amendment prepared to enhance the digital safety of children in Kazakhstan has been submitted for review by deputies in Parliament.

Prime Minister Oljas Bektenov announced that this bill, which regulates the registration age for online platforms, is being handled in detail.

Age Verification Methods

If the regulation is adopted, various new and strict rules are envisioned to be implemented to verify the ages of social media users.

In this context, methods such as AI-supported facial image scanning, fingerprint analysis, and the examination of user behaviors are being evaluated.

Personal Data and Accounts

Prime Minister Bektenov specifically stated that the principle of personal data protection will be strictly observed during the execution of age verification processes.

Additionally, within the framework of the regulation, the option of temporarily suspending the accounts of existing users under the age of 16 remains on the table.

Exempt Applications

The planned new practice aims to be implemented in full cooperation with online platforms operating within the borders of Kazakhstan.

Aside from this legal regulation to be implemented, messaging applications are planned to be kept completely out of scope.
