The Steering Center for Science, Technology, Innovation and Digital Transformation, meeting under the chairmanship of Prime Minister Le Minh Hung, decided to definitively resolve delayed tasks across ministries and agencies.

First Meeting of the Steering Committee

Prime Minister Le Minh Hung chaired the first meeting of the restructured Steering Center for Science, Technology, Innovation and Digital Transformation, in accordance with the relevant Politburo decision.

During the meeting, it was emphasized that delays in science, technology, innovation, and digital transformation tasks across ministries, agencies, and local governments must be definitively resolved.

Monitoring Process for Overdue Tasks

To decisively address overdue and expired tasks, all units were decided to review their current assignments.

Units were requested to focus on quality and timing, and to update implementation results in the Monitoring System (theodoinq.dcs.vn).

Critical Decisions Dated October 2026

It was decided that fee and charge issues regarding the issuance of electronic criminal record certificates to Vietnamese citizens living abroad will be resolved by October 2026.

Difficulties in the support policy for full-time employees in the fields of digital transformation and cybersecurity are planned to be addressed by October 2026.

Draft Laws and Database Schedule

The draft amendments to the decrees of the Law on Science and Technology and Innovation are projected to be submitted to the Government in October 2026.

It was decided that the education sector, national social security, personnel, and healthcare databases will be completed by November 30, 2026.

VNeID and Digital Identity Integrations

The cleansing of 12 million diploma and certificate records on VNeID and the assignment of unique identification numbers will be completed before October 30, 2026.

The integration of land-use right certificates into VNeID is targeted to be finished by November 30, 2026.

International Integration and Pilot Plans

It was decided to connect VNeID with the electronic identification systems of Singapore and Laos, and to pilot aviation identification.

The first-order pilot plan for strategic technology products is planned to be submitted no later than June 2027.
