Comprehensive Review and Urgent Amendment Emphasis for Electricity Law Draft
The National Assembly Committee requested that only urgent and clear contents be amended in the Electricity Law draft and that a comprehensive review be conducted.
During the preliminary review of the draft law amending and supplementing certain articles of the Electricity Law, the Standing Committee of the National Assembly's Committee on Science, Technology and Environment recommended that the Government conduct a comprehensive review to clarify urgent issues.
Preliminary Review Meeting Held
An expanded Standing Committee meeting was held under the chairmanship of Nguyen Thanh Hai, Member of the Party Central Committee and Chairman of the Committee on Science, Technology and Environment. The preliminary review of the draft law amending and supplementing certain articles of the Electricity Law was addressed at the meeting.
Three Main Groups Focused on by the Draft Law
The draft law submitted by the Government focuses on amending three main groups of content. Among these are the delegation of authority and the reduction of centralization in the electricity sector.
Additionally, the targets include reducing and simplifying operating conditions and administrative procedures. Certain regulations are also being amended to remove difficulties in electricity businesses.
Rationale and Support for the Law Amendment
Delegates shared feedback on the draft law during the session. The Committee stated that amending the Electricity Law is necessary to ensure national energy security and develop the private economy.
Call on the Government for a Comprehensive Review
Committee Chairman Nguyen Thanh Hai requested that the Government continue to review issues that are truly urgent. He emphasized that amendments should be made to contents that are sufficiently clear and have political, legal, and practical foundations.
The necessity of a comprehensive impact assessment regarding the impacts on electricity prices, the investment environment, the state budget, and the rights and interests of the parties was also expressed.
