In this context, autonomous vehicles are being pilot-tested in Hanoi, and unmanned aerial vehicles are being pilot-tested in Dien Bien.

Autonomous Transportation Projects in Hanoi
Controlled trials for driverless vehicles that automatically transport passengers and goods have been launched in Hanoi. An intelligent autonomous transportation system—including buses, robot taxis, and cleaning and delivery robots—is being tested for a 12-month period at the Hoa Lac Hi-Tech Park.
During the trial period, autonomous buses are targeted to transport thousands of passengers and verify the safety and reliability of the vehicles under real-world traffic conditions.
Unmanned Aerial Vehicles in Dien Bien
In Dien Bien province, which features a mountainous and rugged terrain, unmanned aerial vehicles are being tested to overcome logistical barriers and contribute to socio-economic development.
UAVs are planned to serve in three main application groups: smart agriculture, low-altitude logistics, and resource management and public services.
Institutional Framework and Testing Processes
Nguyen Van Thuat, Deputy Director of the Department of Digital Economy and Society under the Ministry of Science and Technology, stated that the biggest challenge in new fields is not the technology itself, but the institutional framework.
Since waiting for the legal system to be completely perfected could lead to missed opportunities, controlled testing mechanisms applied within a specific scope and timeframe stand out as a solution tool.

During the commercialization and market delivery phases of technology products, high-tech zones and university-business cooperation play a critical role.
Associate Professor Dr. Ta Hai Tung, Vice President of Hanoi University of Science and Technology, stated that universities possess research teams, while businesses can formulate problems and sign transfer contracts.
