Direct State Support to Be Provided for Strategic Technology Projects
Under the newly published circular, strategic technology research and development projects are planned to receive state budget financing of up to 100%.
Financing mechanisms for research and development of strategic technologies have been reorganized through a new circular issued by the Vietnamese Ministry of Science and Technology, introducing significant state support for projects.
Scope and Purpose of the Circular
Circular No. 49/2026/TT-BKHCN issued by the Ministry of Science and Technology regulates financing mechanisms for research and development activities in the field of strategic technologies.
This new regulation aims to create favorable conditions for organizations, enterprises, and scientists to focus on mastering technology, developing products, and applying research results.
Financing and Support Rates
For projects assigned by the state and of special importance in terms of national technological self-reliance, security, defense, or high-risk tasks, the state budget can provide up to 100% support.
For strategic technology products with application, transfer, or commercialization potential, the state budget offers up to 70% support, while the remaining portion is covered by enterprises and other sources.
New Approach to Management
It is envisaged to transition from input-oriented management to result-oriented management in task administration.
In addition, plans are in place to shift from procedural auditing to benchmark-based governance, and from pre-audit to autonomy and post-audit.
Salary Ceaps and Positions
Within the framework of the published regulations, various salary caps have been established for experts who will take part in the projects.
The highest monthly salary cap has been determined as 300 million VND for the Chief Engineer position and 150 million VND for the Project Manager position.
