Hanoi Addresses Urban Challenges Through Science and Technology Policies

The Hanoi administration is implementing new mechanisms and policies in the field of science and technology, reducing bureaucratic procedures, expanding direct appointment mechanisms, and offering financial support for large-scale joint projects.

Implementation of New Mechanisms

Hanoi is applying new mechanisms in science and technology to specific problems, ranging from the production project of fire ladder trucks costing approximately 65 billion VND to large-scale laboratories valued at 1 trillion VND in which the city plans to co-invest. Associate Professor Dr. Nguyen Anh Tuan, Deputy Director of the Hanoi Department of Science and Technology, stated that these resolutions not only support research but also establish infrastructure for the development and testing of technology.

Reduction of Bureaucracy and Direct Appointment

Resolution No. 24/2026/NQ-HĐND aims to prevent the fragmentation of research resources caused by bureaucratic procedures. The city has approved a project to support an enterprise in producing ladder fire trucks to meet firefighting needs in high-rise buildings and industrial zones, covering 50 percent of the cost.

Financial Support and Budget Flexibility

With changes made to the financial mechanism, a lump-sum budget system is applied where funding is determined by tasks. For key tasks, the budget adjustment factor can be increased by up to 5 times, and machinery and equipment costs are fully covered. When a project is completed, any surplus funds are left to reward participants.

Infrastructure Investments and Open Laboratories

Resolution No. 25 addresses the infrastructure required for technology development. Laboratory projects at Hanoi Medical University and Hanoi University of Science and Technology are each expected to cost around 1,000 billion VND, with the city covering 50 percent of the cost. It is stipulated that the supported infrastructure must be accessible to other individuals.
