Signed by Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, the new plan sets out ambitious economic and technological goals by defining the city's vision for science, technology, and innovation between 2026 and 2030.

Objective and Scope of the Plan

Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, signed Plan No. 370/KH-UBND regarding the city's 5-year master plan for science, technology, and innovation covering the 2026-2030 period.

Strategic Objectives

Based on superior institutions, synchronized infrastructure, and high-quality human resources, the city aims to become the country's leading science, technology, and innovation center and rank among the top groups in Southeast Asia.

Startup Ecosystem

Developing an open and integrated innovative startup ecosystem, and establishing talent chains covering research and commercialization processes for strategic technologies, are among the priorities of the plan.

Economic and Export Targets

In line with the set targets, the contribution of total factor productivity to economic growth is planned to exceed 57 percent, and the share of high-tech product exports in total merchandise exports is projected to reach at least 50 percent.
