Ho Chi Minh City is preparing a new regulation to overcome digital infrastructure bottlenecks

The Ho Chi Minh City People's Committee is finalizing a new draft regulation to strengthen funding and public-private partnerships in the fields of science, technology, innovation, and digital transformation.

Purpose of the Draft Regulation

Developed by the Ho Chi Minh City Department of Science and Technology, the mechanism aims to mobilize social resources for innovation projects.

The new draft establishes a legal basis for the implementation of cooperation models and the testing of new technologies in the city.

Public-Private Partnerships

One of the core contents of the draft is to expand the public-private partnership method and multi-stakeholder cooperation models.

Public research institutes and universities will be able to participate in PPP projects by using existing facilities and laboratories.

Budget Support and Financial Mechanisms

The city budget will be able to provide support of up to 60 percent of the total investment for projects meeting certain conditions.

For high-risk core technologies, a financial support mechanism of up to 80 percent of the total investment is proposed.

Testing Environment and Legal Liability

The city will establish a regulatory sandbox testing mechanism that accepts technical risks while protecting data sovereignty.

Public officials will be ensured immunity from legal liability in cases where they act for the public interest.
