The Hanoi Department of Science and Technology organized a joint conference to resolve the issue of incentives remaining only on paper for businesses.

Purpose of the Conference

The Hanoi Department of Science and Technology gathered to address bottlenecks faced by science and technology enterprises, innovative startups, and the digital technology sector.

Coordination was established with the Hanoi Association of Small and Medium Enterprises to eliminate the situation where incentives remain only on paper.

Lawmaking and Implementation Process

Cu Ngoc Trang, Director of the Hanoi Department of Science and Technology, emphasized that lawmaking and law enforcement must be an integrated process.

Businesses stated that incentives exist, but they do not know where to start.

Challenges Faced by Enterprises

According to a report by the Vietnam Chamber of Commerce and Industry, a significant portion of enterprises struggle to find customers and access capital.

While the percentage of those experiencing difficulties in finding customers is over sixty percent, those facing capital access issues are also in the majority.

Categorization of Recommendations

The Hanoi Municipal Government digitized one hundred and twenty-four recommendations from enterprises and classified them according to four different color codes.

Green-coded recommendations have been resolved, while other codes were separated according to jurisdiction and research requirements.

Main Subject Groups and Supports

Business proposals focus on six main subject groups such as financing of technological innovations, market, testing environment, and human resources.

The Hanoi administration has implemented various support mechanisms in these areas, such as funds, credit packages, and controlled testing periods.
