Institutional Framework Meeting for Science, Technology and Digital Transformation

A comprehensive meeting was held to evaluate the process of improving the institutional framework and legal documents in the fields of science, technology, innovation, and digital transformation throughout the province.
Purpose of the Meeting
A meeting was held to review the progress made so far in improving the institutional framework for science, technology, innovation, and digital transformation across the province.
Comrade Ho Thi Nguyen Thao, Standing Member of the Provincial Party Committee and Permanent Vice Chairwoman of the Provincial People's Committee, chaired the meeting.
Status of Legal Documents
According to the prepared report, the processes of reviewing legal documents in the fields of science and technology, innovation, and digital transformation are being carried out proactively.
It was shared that within the scope of the Provincial People's Committee's plan dated February 12, 2026, a total of 56 legal documents need to be addressed.
Completed and Ongoing Procedures
As of August 25, it was stated that 21 out of the 56 designated documents have been successfully processed and completed their procedures.
It was announced that the remaining 35 legal documents are still in the stages of gathering opinions, evaluation, and promulgation.
Policies and Targets
During the meeting, various policies aimed at promoting digital transformation at the local level and supporting community digital technology groups were discussed.
Ho Thi Nguyen Thao, Permanent Vice Chairwoman of the Provincial People's Committee, emphasized that the legal documents that have not yet been completed must be finalized before November 2026.
