Instructions given to remove bottlenecks in science and technology

Legal Regulations and Asset Management

Mechanisms for defining and managing assets derived from state-funded science and technology projects continue to remain unclear.

The valuation of intellectual property rights lacks a comprehensive database, and the infrastructure, data, human resources, and connectivity of science and technology exchanges remain limited.

Review of the Legal Framework

The Deputy Prime Minister requested the Ministry of Science and Technology to coordinate with relevant ministries and agencies to review the system of legal documents.

The focus of the work is to clarify inconsistent regulations, propose solutions, and clearly define the types of assets derived from projects utilizing state budget funds.

Future Plans and Objectives

Research should be conducted on regulations concerning intellectual property rights following valuation, and the commercialization of project results should be carried out through a science and technology exchange platform.

Specific regulations regarding the minimum percentage of business involvement in the scientific activities of research institutes and universities will be researched, evaluated, and implemented starting in 2027.
