Mandatory Periodic Job Rotation Introduced in Science and Technology Sector
A periodic job rotation policy ranging from two to five years has been made official for science and technology sector employees working at the local level.
With a new regulation issued by the Ministry of Science and Technology, a mandatory periodic job rotation has been introduced for public employees working in science and technology institutions at the local government level.
Scope and Purpose of the Circular
Circular No. 52/2026/TT-BKHCN covers public officials operating in the field of science and technology at the local level and carrying out tasks directly related to state administration.
The regulation contains binding rules for public employees who do not hold leadership or management positions but are directly on duty in relevant units.
Eleven Different Position Groups
According to the new regulation, a total of 11 distinct groups of job positions subject to periodic rotation have been officially determined.
These groups include various critical sectors ranging from the allocation of scientific tasks to technology evaluation, intellectual property, digital transformation, and telecommunications.
Rotation Duration and Principles
For civil servants directly working in the execution of the relevant duties, the periodic rotation period has been set between two to five years, excluding prescribed inactive periods.
In calculating the rotation period, the effective date of the assignment, appointment, or delegation of authority document issued by the competent authorities shall be taken as the basis.
Effective Date
This comprehensive periodic job rotation regulation concerning local-level public employees and institutions will enter into force on October 15, 2026.
