Ministry of Science and Technology Holds Conference for Law Amendment

The Ministry of Science and Technology, in coordination with the Hanoi Law University under Vietnam National University, held a conference to discuss draft amendments to decrees guiding the implementation of the Law on Science, Technology and Innovation.

Shift in the Legal Framework

The Ministry of Science and Technology delivered the message that the legal system must transition from a control mindset to a creative mindset. The upcoming revisions aim to bring research closer to society.

Simplification of Administrative Procedures

The Drafting Committee aims to shorten administrative procedures and promote decentralization by amending existing decrees. The goal is to flexibly overcome bottlenecks at all levels.

Financial Mechanisms

Financial barriers discouraging researchers and the operating mechanisms of funds were discussed at the conference. Experts emphasized the need for a clear separation of roles and the adoption of a risk-taking mindset.

Intellectual Property and Rights

The state plans to transfer ownership rights of research results to organizations and individuals. However, the state may revoke these rights for results that are not commercialized within three years.
