Periodic Rotation Regulation in the Science and Technology Sector in Local Governments

The Ministry of Science and Technology has published a new rotation circular for public employees working in science and technology units within local governments.

Yerel yönetimlerdeki bilim ve teknoloji sektöründe yer alan on bir pozisyon grubunun periyodik olarak değiştirilmesi gerekmektedir.

With Circular No. 52/2026/TT-BKHCN issued by the Minister of Science and Technology, the period of periodic job rotation for public employees and officials working in the field of science and technology at the local government level has officially begun.

Scope and Target Audience of the Circular

The newly published regulation covers public employees who do not hold leadership or management positions.

In addition, officials in institutions and units handling state management affairs related to science and technology at the local government level are also included in this scope.

Eleven Position Groups Requiring Rotation

According to the circular, the job positions subject to mandatory periodic rotation consist of a total of eleven groups.

Among these groups are fields such as the allocation of scientific tasks, technology transfer, high technology, intellectual property, and digital technology.

Time Limit and Effective Date

The periodic rotation period determined for civil servants and public employees directly interacting with related tasks ranges from 2 to 5 years.

This newly prepared circular will officially enter into force on October 15, 2026.
