Prime Minister Le Minh Hung Chairs Meeting on Science, Technology, and Digital Transformation
Central Steering Committee 57 held a hybrid meeting under the direction of Prime Minister Le Minh Hung to evaluate third-quarter work and address obstacles in digital transformation.
The Central Steering Committee for Science, Technology, Innovation, and Digital Transformation held a thematic meeting chaired by Prime Minister Le Minh Hung to evaluate the results of operations in the third quarter of 2026 and discuss their contributions to socio-economic development.
Purpose of the Meeting
On the afternoon of September 28, 2026, the Central Steering Committee for Science, Technology, Innovation, and Digital Transformation (Central Steering Committee 57) held a thematic meeting.
The hybrid meeting, which connected with provinces and cities nationwide, was chaired by Prime Minister Le Minh Hung, Head of the Committee.
Status of Task Completion
Out of 2,011 tasks assigned within the framework of Politburo Resolution No. 57, 1,326 have been completed, 482 are being implemented regularly, 176 are ongoing, and 27 are delayed.
As for the 92 tasks assigned under Plan No. 05 and Resolution No. 88, 4 have been completed, 82 are ongoing, and 6 are delayed.
Health Records Integration
Ministries, sectors, and local governments have fundamentally completed the removal of institutional and administrative procedural bottlenecks.
During this process, over 34.02 million electronic health records were successfully integrated into the VNeID system.
Areas of Delay and Bottlenecks
The meeting highlighted policies supporting digital transformation and cybersecurity experts, as well as the allocation of budget resources, as key areas of delay.
The lack of financial and legal mechanisms in the application for electronic criminal record certificates for Vietnamese citizens abroad was also discussed.
Budget Expenditure Rates
According to data from Thanh Hoa province, out of the 51.019 billion VND allocated for digital transformation in 2026, only 17.442 billion VND has been spent.
Official reports indicated that this expenditure rate in local governments remained at 34 percent.
Prime Minister's New Directctions
Concluding the meeting, Prime Minister Le Minh Hung emphasized the need to shift from input-oriented management to product- and result-oriented management.
He requested the resolution of delayed tasks, the connection of databases, and the development of the '100-day digital transformation' campaign.
