Professor Dr. Nguyen Van Tam, Head of the Computer Science, Data, and Artificial Intelligence Department at the Polytechnic Institute of Paris, explained the strategies for combining the global intellectual resources of overseas Vietnamese scientists to transform them into national artificial intelligence capacity.

Emphasis on Co-Creation

In an interview with VNA reporters, Professor Dr. Nguyen Van Tam stated that the transition must be made from connecting people to the co-creation of science and technology.

Strategic Resource Definition

Emphasizing that Resolution No. 23-NQ/TW defines overseas Vietnamese as a strategic resource for the country, Tam expressed that this potential must be transferred into national capacity.

Capacity Transformation Steps

Three fundamental steps were proposed to transform intellectual resources into national capability: bringing people together, promoting cooperation, and turning this into capability.

Cross-Border Networks

Drawing attention to the importance of networks such as the Vietnamese Global AI Expert Network (VGAIN) in cross-border research, mechanisms such as scientific co-leadership and joint research infrastructure were proposed.

Strategic Development Directions

Five strategic directions were listed: artificial intelligence in education, artificial intelligence for culture, artificial intelligence sovereignty or independent artificial intelligence, conscious artificial intelligence, and a human-centered approach based on cognitive science.
