Resolution 71 transforms technology and STEM education in Vietnam

One year after the issuance of Resolution No. 71-NQ/TW by the Politburo in Vietnam, reports indicate that enrollment rates in STEM fields within higher education have increased, universities have updated their programs in strategic areas such as technology and semiconductors, and the development of high-quality human resources has accelerated.

Background and Objectives of the Resolution

Vietnam still faces a shortage of highly qualified personnel to work in the aviation sector. Resolution No. 71-NQ/TW issued by the Politburo defines higher education as a core element in the development of qualified human resources and talent, and in the promotion of science, technology, and innovation.

Increasing Enrollment Rates in STEM Fields

According to the results of the first year of the resolution's implementation, the enrollment rate of STEM university students is projected to increase by 33.6 percent in 2026, with approximately 110,000 students studying in key engineering and strategic technology fields.

Ninety STEM engineering and master's programs have been launched across twenty-three higher education institutions, demonstrating the redirection of resources toward areas in urgent need.

New Admission System at VNU-Hanoi

Vietnam National University, Hanoi, will cease using high school transcripts for student admissions and instead focus on competency-based examinations. The university has registered 27 educational programs with the Ministry of Education and Training.

Fifteen of the registered programs are approved STEM talent development programs, and strategic technologies such as artificial intelligence and semiconductors will continue to be expanded.

Programs at HUST and Phenikaa University

Hanoi University of Science and Technology will apply its scholarship policy in 2026 to 55 programs in areas such as talent training and semiconductor microchips. Meanwhile, Phenikaa University will admit 65 students in Computer Science and Semiconductor Science.

These programs are structured as 5-year integrated bachelor's and master's models, allowing students early access to scientific research.

Expert Evaluations for the Future

Experts note that talent development is not limited to bringing talented students into schools, but requires a strong environment connected with laboratories and businesses.

Despite the progress provided by the resolution, it is strongly emphasized that the gap between policy and implementation must be narrowed and the process managed in a result-oriented manner.
