At the workshop organized by the Thai Nguyen Department of Science and Technology on the afternoon of September 4, delegates were briefed on the new articles of the Law on Science, Technology and Innovation. Additionally, new regulations regarding the implementation, organization of tasks, and the budgeting, management, and use of funds were discussed in detail.
The Role of Digital Platforms in Projects
One of the main focal points was the application of digital platforms in the management of science, technology, and innovation projects. Digital transformation aims to reduce bureaucracy by being integrated into the entire lifecycle, from proposal, selection, contracting, progress tracking, financing, to the acceptance stages.
Emphasis on Transitioning to Result-Oriented Management
The event emphasized the necessity of transitioning from input- and process-based management to goal-, product-, and result-based management. It was underlined that autonomy must be increased and accountability assumed for leading organizations and project managers.
Call for Data Standards from the Ministry
Leaders of the Ministry of Science and Technology requested a proactive review of project progress and budgets. It was emphasized that electronic records and data must be standardized and ensured to be accurate, complete, and clean.
