Scientists Could Be Paid Up to VND 300 Million Monthly for Strategic R&D Tasks
According to a new circular, experts and chief engineers working on strategic technology research projects can receive up to VND 300 million per month based on international standards.
Under a new regulation issued by the Ministry of Science and Technology, the rationale and implementation details for paying chief engineers and experts involved in strategic technology R&D activities a maximum of VND 300 million per month have been announced.
Scope and Details of the New Circular
Circular No. 49/2026/TT-BKHCN, issued by the Ministry of Science and Technology, defines the financing mechanism for strategic technology R&D tasks.
International Standards in Remuneration Determination
Mr. Dao Ngoc Chien, Director of the National Foundation for Science and Technology Development, explained that the monthly payment of VND 300 million was determined based on international benchmarks.
This figure for a Chief Engineer was reached by referencing income levels in Singapore, taking into account the two countries' purchasing power parity coefficient and human resource scarcity.
Remuneration Ranges for Experts and Engineers
While the maximum fee that can be received for assigning an expert under normal circumstances is VND 150 million per month, this figure can rise up to VND 300 million per month in exceptional cases.
Results-Oriented Financing Mechanism
The new mechanism operates on the principle that cash flow follows results, with state budget funds allocated according to work packages, evaluation stages, and concrete outputs.
If targets are not met, fund allocation can be suspended.
Budget Support and Emergency Fund
While up to 100% support can be provided from the state budget for strategic technology tasks, an emergency fund of up to 10% of the total budget is also allocated.
