Turkey's 2030 National Smart Cities Strategy and Action Plan Published in the Official Gazette
The 5-year plan published in the Official Gazette aims to manage many services from traffic to the environment from a single point and to develop domestic technologies.
Prepared by the Ministry of Environment, Urbanization and Climate Change, the 2030 National Smart Cities Strategy and Action Plan has entered into force after being published in the Official Gazette, clarifying Turkey's 5-year smart city roadmap.
Strategic Objectives and Vision
Prepared with the vision of the Century of Turkey, the new action plan contains 4 strategic objectives, 8 targets, 32 actions, and 297 implementation steps focusing on execution, monitoring, and measurement.
Acting with a vision of an advanced technology, sustainable, and resilient world, the plan focuses on technologies such as artificial intelligence, big data, the Internet of Things, and digital twins.
Statements by Minister Murat Kurum
Minister of Environment, Urbanization and Climate Change Murat Kurum shared the details of the 5-year plan with citizens on his social media account.
Kurum stated that 50 applications that will make life easier in many areas, particularly municipal services, traffic, and waste management, will be implemented.
2026 Targets and Institutional Structure
Smart city strategies and roadmaps will be prepared in all 81 provinces by the end of the year, and dedicated smart city units will be established in every municipality.
Transitioning to a semantic planning model in spatial planning will be made mandatory, and the process will be expanded to include district municipalities.
Digital City Management Centers
By 2029, centers where services from traffic to environmental cleaning are monitored from a single point will become operational in all provinces.
The overall coordination of these systems to be established will be provided by the National Smart City Center within the Ministry.
Domestic Production and 2030 Targets
In 2030, at least 80 percent domestic production requirement will be sought in smart city technologies, and 500 entrepreneurial companies will be supported in this field.
To strengthen the legal infrastructure of the process, the Smart Cities Law will be enacted, and domestic solutions will be exported to the world.
Disaster Management and Smart Regions
Early warning and crisis management mechanisms will be effectively activated in the fields of urban transformation, climate crisis, and disaster management.
TOKİ will integrate urban transformation and new housing projects with the Smart Regions approach, featuring sensor-driven designs powered by green energy.
