Turkey's 5-Year Smart City Action Plan Published in the Official Gazette
With the 2030 National Smart Cities Strategy and Action Plan published in the Official Gazette, steps to ensure the transformation of cities have been determined.
The 2030 National Smart Cities Strategy and Action Plan, prepared by the Ministry of Environment, Urbanization and Climate Change, has been published in the Official Gazette. The plan envisages innovations in many areas from municipal governance to traffic systems over a 5-year period.
Scope and Objectives of the Action Plan
The action plan published in the Official Gazette includes 4 strategic objectives, 8 goals, 32 actions, and 297 implementation steps focusing on implementation, monitoring, and measurement.

Minister of Environment, Urbanization and Climate Change Murat Kurum stated in a social media post that applications to make citizens' lives easier will be put into practice.
Targets for 2026 and 2027
Smart city strategies will be prepared in all provinces and special units will be established in municipalities by the end of 2026. In 2027, 187 district municipalities will be included in the process.
Developments in 2028 and 2029
At least 50 applications will be implemented in the field in 2028, and Digital City Management Centers will be established in all provinces in 2029.
2030 Vision and Legislative Regulation
In 2030, an 80 percent domestic production requirement will be sought in smart city technologies, and the Smart City Law will enter into force, providing the process with a legal infrastructure.
Innovations to Facilitate Citizens' Lives
Thanks to smart waste management, street lighting, and real-time traffic systems, resources will be used efficiently and time losses will be minimized.
