With Decision No. 1810/QD-TTg signed on September 18, 2026, Vietnam's Higher Education Development Strategy for the 2026-2035 period and its vision for 2045 were officially approved.
Approval and Legal Basis of the Strategy
Decision No. 1810/QD-TTg, signed by Deputy Prime Minister Le Tien Chau on September 18, 2026, was enacted as a concrete step in implementing the country's education, science, technology, and innovation policies.
This new strategy document covers the period between 2026 and 2035 while also officially shaping the long-term vision extending to the year 2045.
The Need for a New Mindset in Higher Education
Professor Nguyen Dinh Duc, former Chairman of the University Council of Vietnam National University, Hanoi, stated that science and technology have fundamentally changed production methods.
Expert figures argue that higher education must break away from traditional knowledge transmission and adopt an innovative mindset that directly drives development.

Transforming university governance into data-driven and smart structures stands out as a critical requirement for the country's future.
Additionally, it is aimed to increase qualified human resources in the STEM field and raise R&D investments to 2 percent of the gross domestic product.
