Vietnam Shifts to New Mission-Based Strategy in Technology Development

Vietnam plans to master at least four strategic technologies and commercialize 15 new products by 2030, aiming to boost domestic production in critical areas ranging from semiconductors to artificial intelligence.

Vietnam has announced the adoption of a mission-based technology development model that focuses on major national issues instead of scattered research projects. The country aims to master at least four strategic technologies by 2030 and strengthen its global competitiveness by boosting domestic production.

New Mission-Based Approach and Goals

Vietnam is transitioning its technology development strategy from scattered research to a mission-based organizational structure focused on major national issues. Under this new approach, the technical specifications, application areas, and implementing organizations of each project will be clearly defined from the outset.

The new program, embodied in Decree No. 260/2026/ND-CP, aims to master at least four strategic technologies, commercialize at least 15 products, and establish at least 20 specialized enterprises operating in these fields by 2030. Deputy Minister of Science and Technology Le Xuan Dinh emphasizes the importance of transitioning from bureaucratic management to a results-oriented management approach.

Universities and Domestic Technology Projects

Hanoi National University is turning towards interdisciplinary programs in fields such as semiconductors, artificial intelligence, robotics, unmanned aerial vehicles, and quantum technology. Within the university, the low-power, open-source RISC-V microprocessor IP core project developed for IoT devices is planned to be completed in 2026 and transferred to domestic enterprises.

In the field of biomedical technology, trials of a lab-on-a-chip system developed for the early detection of lung cancer cells are expected to begin in 2026.

Localization in Cloud Computing and Agriculture

Against the dominance of foreign companies in the cloud computing market, the goal is to increase the share of domestic platforms from 20% to 50%. MK Group Chairman Nguyen Trong Khang states that national competitiveness depends on self-sufficiency in core technologies and intellectual property.

ThaiBinh Seed Group, operating in the agricultural sector, aims to master various plant breeding technologies by 2030 through studies focused on molecular biotechnology, genetic engineering, and artificial intelligence, and to develop at least 5-7 strategic products for export.
