Special Mechanisms Implemented to Strengthen Hanoi's Local Healthcare System
In line with the 2026 Capital Law and relevant resolutions, Hanoi has launched new support mechanisms to strengthen local health services, attract specialist personnel, and expand the emergency care network.
Acting within the framework of the 2026 Capital Law and Resolution No. 29/2026/NQ-HĐND, Hanoi has introduced comprehensive incentives and regulations to reinforce local healthcare services in the face of a growing population and intensifying health demands.
Rising Health Demands and Mega-City Pressure
Hanoi and its surrounding areas constitute the country's largest and most complex healthcare system, with an estimated population of approximately 12 million. Rapid economic development, environmental factors, and an aging population are causing severe overcrowding in central hospitals and putting pressure on the healthcare system.
Although the physician-to-population ratio citywide exceeds World Health Organization standards, the distribution of specialist doctors continues to show inequality between rural areas and central districts.
Personnel Recruitment and Financial Support
Initial recruitment support of up to 100 times the regional minimum wage is provided for individuals holding master's and specialist degrees who work in primary healthcare services and the 115 Emergency Center. Additionally, monthly professional support is granted to emergency personnel.
Meanwhile, professors, associate professors, and specialist doctors coming from top-tier hospitals to provide support receive additional monthly payments depending on their academic titles.
Inter-Hospital Professional Cooperation
The Hanoi Department of Health has established a strong professional support network among hospitals and health centers through solutions such as teleconsultations, remote medical examinations, and the rotation of experienced doctors to local facilities.
Doctors from leading hospitals such as Thanh Nhan, Saint Paul, and Duc Giang are regularly dispatched to local health stations, facilitating citizens' access to specialist physicians.
Expansion of the Emergency Network
Coordinated by the 115 Emergency Center and through the integration of public and private health systems alongside ministerial hospitals, the scale of the emergency network has been significantly increased.
Thanks to this synchronized connection, pre-hospital emergency response capacity has multiplied, minimizing the time known as the 'golden hour' in accidents and critical cases.
Accelerating Approval Processes for Special Techniques
In accordance with resolutions issued by the Hanoi People's Committee, approval processes for health facilities under the city administration to apply special techniques have been streamlined.
Bureaucratic processes at the central level have been eased to enable healthcare institutions to introduce new and advanced medical procedures for the public, paving the way for on-site solutions.
