Regulatory Amendment

The authority to determine the terms to be applied in installment purchases has been granted to the Ministry of Trade. With the regulatory amendment published in the Official Gazette dated October 15, 2026, the rules regarding installment periods for goods and services purchases excluding housing sales were reorganized.

Covered Transactions

With the regulatory amendment, the Ministry of Trade was granted the authority to determine the installment periods to be applied in installment sales of goods and services excluding housing sales and to introduce additional limitations when necessary.

Payment Deferral and Debt Splitting

The regulation does not only cover installment plans made during the purchase. Transactions such as dividing the debt into installments in exchange for a specific fee or deferring the payment date after purchasing goods or services are also included within the scope of the new rules.

No Distinction for Negotiable Instruments

No distinction will be made as to whether the sale is executed with or without the arrangement of negotiable instruments. Sales made through both methods will be evaluated within the framework of the installment periods and limitations to be determined by the Ministry.

New Installment Counts

A new number of installments applicable to all products has not been determined by the regulatory amendment. Installment periods and limitations to be applied according to product groups will be clarified by the decisions to be made by the Ministry of Trade.

Different Sectors

Installment conditions to be applied across different product and service groups such as appliances, electronics, clothing, and travel may change in line with the Ministry's new decisions.

Housing Sales Exception

Housing sales were kept exempt in the new regulation. Installment purchases of goods and services other than housing sales will be subject to the periods and additional limitations to be determined by the Ministry of Trade.
