China has announced plans to restrict or ban the export of forty technologies, including artificial intelligence, chips, and solar energy, citing national security risks and escalating technology competition.

Rationale for Export Restrictions

The Ministry of Commerce and the Ministry of Science and Technology jointly published a draft document containing projected updates to the country's catalog of technology export restrictions.

In a statement made by a ministry spokesperson, the necessity of this step was emphasized, with national security cited among the reasons.

Artificial Intelligence and Chip Technologies

The list shared by Chinese ministries includes twenty-three artificial intelligence technologies ranging from advanced large models to agents, and export rules in these areas are being reorganized.

Additionally, various chip design technologies, including certain AI processing chips and memory chips, were included within the scope of the proposed export restrictions.

Solar Energy and Biomedicine Field

In the announced draft plan, in addition to artificial intelligence and chips, twelve solar energy-related technologies and five biomedical technologies are also on the restriction list.
