Draft Postal Services Law Discussed in Vietnam's National Assembly
The new draft Postal Services Law, prepared in accordance with e-commerce and digital economy requirements, has been submitted to the National Assembly.
Within the scope of the Second Session of the 16th National Assembly in Vietnam, the draft Postal Services Law, which aims to transform the postal sector into a digital economy infrastructure, has been opened for discussion.
During the session held on October 17, 2026, Minister of Science and Technology Vu Hai Quan submitted the draft Postal Services Law, consisting of 8 chapters and 51 articles, to the assembly. The verification report by Nguyen Thanh Hai, Chairman of the Committee on Science, Technology and Environment, was also shared during the session.
Envisaging an update to the existing 2010 Postal Law, the new regulation aims to simplify postal licensing processes and expand universal postal services to cover packages and parcels. The draft text also includes provisions aimed at digital tracking of postal items, data security, and increasing the operational efficiency of businesses.
While the Committee on Science, Technology and Environment stated that the draft is generally ready for approval, it reported that the boundaries between logistics and postal services should be drawn more clearly and that the administrative burdens small-scale businesses might face should be reviewed.
