Cemal Tekbalkan, a health worker from Kırıkkale, prepared a comprehensive study based on his approximately 16 years of professional experience with the aim of improving the working conditions and personal rights of health workers. The file submitted to the Presidency of the Grand National Assembly of Turkey (TBMM) Labor and Social Security Commission included proposals such as reducing weekly working hours to 40 hours, granting the right to two meals during long shifts, and eliminating differences in rights among institutions.

It was requested that the weekly working hours of public workers operating in Health and Social Services Business Line No. 17 be rearranged as 40 hours. Furthermore, stating that workers on duty between 19:00 and 07:00 cannot benefit from dinner services, it was demanded that two meals or their equivalent cost be provided for shifts of 11 hours and longer. It was emphasized that discrepancies in the application of financial and social rights between workers serving in the Ministry of Health and university hospitals should be eliminated.

While it was requested that the principles of objectivity, proportionality, and legal security be taken as a basis in disciplinary processes, it was demanded that the requests be evaluated within the framework of the provisions of the Constitution, Labor Law No. 4857, Occupational Health and Safety Law No. 6331, and Law No. 6356.
