Independent Institution Proposal for Artificial Intelligence Governance
Leading figures in the technology world are discussing the establishment of an independent institution funded by major foundations as an alternative to government regulations to manage artificial intelligence risks.
Bill Gates and prominent tech executives propose the creation of an independent governance structure supported by major philanthropic organizations, rather than government oversight, to address potential risks of artificial intelligence.
While Bill Gates has voiced warnings that artificial intelligence carries risks powerful enough to cause the deaths of billions of people, figures like OpenAI CEO Sam Altman, Anthropic CEO Dario Amodei, and Demis Hassabis from DeepMind similarly drew attention to catastrophic risks and called for standards and regulations. The Statement on AI Risk signed by hundreds of experts in 2023 had also reinforced these concerns.
Considering political gridlock and the difficulties of government regulations, the new proposal envisions major philanthropic foundations establishing and funding an independent institution. This institution aims to conduct safety, transparency, and data protection assessments on frontier AI, protect competition, and provide advisory opinions. Meanwhile, the Superintelligence Task Force established by President Trump and led by Jay Clayton will submit its recommendations regarding the federal government's role in this area within 120 days.
