Key Regulations in the 2027 Economic Program
The 2027 economic program sets key targets including pension increases, land allocation for 42,100 people, simplification of the public personnel wage system, and the establishment of an Investor Risk Center.
The annual economic program prepared for 2027 includes new regulations across a wide range of areas, from pension payments and land allocations to the public personnel system and capital market oversight.
Within the framework of the program, it is planned to increase pension payments based on 2027 inflation realizations. For civil servant retirees, an increase of 5 percent in January and 4 percent in July, along with an inflation difference, is projected in accordance with collective bargaining agreement provisions. Under the 'First Home Land Project', it is aimed to complete the allocation processes within 2027 for a total of 42,100 people, including 24,500 detached and 17,600 joint land beneficiaries.
It is planned to simplify the public personnel wage system and reorganize it based on duties and responsibilities. In the Private Pension System (BES), models such as programmed repayment or annuity insurance will be encouraged instead of lump-sum withdrawals of savings. To monitor systemic risks in capital markets and provide early warnings, an Investor Risk Center and an Investor Risk Tracking System will be established.
In addition to efforts to align flexible working models with the social security system, the goal is to reduce the behavior of indexing administered prices to past inflation. Furthermore, the aim is to promote responsible consumption behaviors such as energy and water conservation, recycling, and the use of sustainable products.
