The Energy Market Regulatory Authority (EPDK) amended the regulations regarding the remote control of unlicensed electricity generation facilities in emergency situations, sanctions to be applied in case of non-compliance with instructions, and offsetting processes, publishing them in the Official Gazette dated October 19, 2026, and entering them into force on the same day.

With the new regulation made by the Energy Market Regulatory Authority (EPDK), electricity distribution companies as well as organized industrial zones and industrial zones holding a distribution license will be able to remotely control unlicensed electricity generation facilities in order to implement emergency instructions. Within 15 minutes after the end of the emergency, notification will be made to the facility owner via phone and a durable data storage device, and the facility owner will be held responsible for re-energizing the facility.

Unlicensed generation facilities that do not comply with the System Operator's load shedding instructions will not receive payments in the relevant settlement period, and the amount will be collected from the producer based on relevant legislation prices or tariffs. In cases where production and consumption facilities are in the same distribution region but at different measurement points, internal consumption will be included in the offsetting, and if there is no related consumption facility in the same region, it will be billed monthly. Producers within the scope of the Balancing and Settlement Regulation will apply to the network operator within 60 days to align their existing connection agreements, and certain penal clauses will not be applied until April 30, 2027.
