Public Personnel Compensation System Being Reorganized

The 2027 Presidential Annual Program included the goal of simplifying the public personnel compensation system and reorganizing it based on duties and responsibilities.

According to the 2027 Presidential Annual Program, the compensation systems of public personnel working under different statuses will be analyzed and brought into a simpler structure. The new model will be based on levels of duties, authorities, and responsibilities.

The program envisages reassessing the compensation system covering different employment statuses, ranging from permanent civil servants to contracted personnel and public workers. While a total of 5 million 400 thousand personnel serve in the public sector, 3 million 582 thousand of them consist of permanent personnel. In addition, there are more than 1 million 267 thousand workers, nearly 420 thousand contracted personnel, and approximately 148 thousand personnel employed under other statuses in the public sector.

Minister of Treasury and Finance Mehmet Şimşek stated in his statements on October 20, 2026, that different options, including wage regulations and a contracted status corresponding to cadres, could be evaluated to strengthen capacity. On the other hand, potential increases to salaries, the amounts of the new wages, and the implementation calendar have not yet been clarified.
