The Ministry of Education and Training has initiated a feedback collection process regarding a new draft circular on the management of science, technology, and innovation tasks within the framework of bilateral cooperation funded by the ministry. The draft text stipulates that projects be evaluated on a 100-point scale according to four main criteria groups.

The draft circular is based on regulations related to the 2025 Science, Technology, and Innovation Law and is planned to replace the previous circular No. 56/2012/TT-BGDĐT dated December 25, 2012. The new regulation places emphasis on elements such as the value of international cooperation, the contribution of foreign partners, the effectiveness of human resource training, and the sustainability of cooperation after project completion.

The four criteria groups and point weights taken as the basis for evaluating project proposals have been determined as follows: Scientific quality and applicability a maximum of 40 points, the value of international cooperation 35 points, the capacity and experience of the lead organization, project leader, research team, and foreign partners 15 points, and output effectiveness and expected impact 10 points.

In order to be considered for funding or commissioning, applications must score at least 70 points and meet the evaluation committee's criteria for score distribution. In cases where total scores are equal, priority is given to tasks with a high international cooperation value.
