Advanced Artificial Intelligence and Global Risks
Bank of England Governor Andrew Bailey has issued a warning to international authorities regarding the global risks created by the most advanced artificial intelligence technologies.
Letter Sent to International Leaders
A two-page letter was sent to international finance ministers and central bank governors in his capacity as Chair of the Financial Stability Board.
The letter emphasized that frontier artificial intelligence models exhibit threat capabilities alongside increasingly complex autonomy and problem-solving abilities.
Cyber Outage and Market Confidence
It was stated that these models carry the risk of destabilizing the highly interconnected global financial system through cross-border cyber outages.
It was noted that the immediate concern for the financial system is the potential for cyber risks that could undermine market confidence system-wide.
G20 Meeting and Governance Protocols
Andrew Bailey wrote to G20 finance ministers and central bank governors ahead of the meeting held in North Carolina, USA.
He specifically pointed out that many jurisdictions lack the necessary protocols to govern advanced frontier artificial intelligence models.
High Valuations in Markets
Bailey also voiced concerns regarding high valuations driven by artificial intelligence optimism, alongside increased leverage in bond and equity markets.
He urged authorities worldwide to prioritize safe and responsible model release and deployment.
